WebIt’s probably either ReShade or some effects in the new Photo Mode. Actually, I think it’s both. It's max graphics with modified postfx and reshade with rtgi. The AL9 mod is here, there should be instructions to install it there. You can get reshade at reshade.me and the RTGI shader is at Pascal Gilcher's patreon.
